Almost always, yes — but it is usually simpler than people expect, and there are two different approvals that get confused with each other. Here is the plain-English version.

Two different approvals

The one people forget is building approval. In Queensland, a shed, garage or carport is a building, and building work needs a building approval issued by a building certifier. That applies to most sheds regardless of whether council also needs to sign off on where it goes.

The one people worry about is planning approval, which is a council decision about whether the building suits the site — its size, height, position relative to boundaries, and how it looks from the street. You only need this when your proposal falls outside the accepted limits.

What usually triggers a planning approval

If your shed sits comfortably within the accepted limits for your zone, you generally only need building approval. Step outside any one of them and a planning approval, or a siting relaxation, comes into play.

  • Building closer to a boundary than the setback allows
  • Exceeding the maximum height for your zone
  • Exceeding the maximum floor area or total site cover
  • Building forward of the house or in front of the building line
  • Properties affected by a flood, bushfire, vegetation or character overlay
  • Rural sheds used for a purpose the zone does not accept as-of-right

The rules differ by council

Setbacks, height limits and site cover are not the same across the region. What is accepted on a Bundaberg residential block may not be accepted on a rural residential block in the North Burnett, and vice versa.
